[TCML] surge arrester for pole pig

After I sent this, I realized that I misspoke. The arresters we use at work are in three phase 12.47 kV gear, which works out to 7.2 kV phase to ground. I confirmed that they are rated at 12 kV, not 15. They were originally 9 kV, but were later upsized to 12.
