    If by latency you mean rise and fall time these things have 
responses of the order of nanoseconds, limited by their internal 
capacitance and the output impedance of the drive circuit.  Not very 
bright though.  Many orders of magnitude dimmer than flash tubes.

phones? Diodes arrays would be fairly cheap I would think.
