what kind of regulation do you need? (i.e. what series impedance is 
tolerable)

That's about 2.5 kVA, but the voltage is fairly high (e.g. most pole 
transformers, etc., will be in the 14.4kV range, tops).
Maybe a pair of potential transformers in series?
