[TCML] Largest arc attainable?

start by reading some of the older IEEE journals and other trade press - the large industrial experiments both for aircraft safety (HERF testing and so on, Do-160) and power line equipment testing, have used very high voltages and currents.  Also, some of the particle physics related work has involved high energy.
