Additionally, with foam, the entrapped air inherent in foam will ionize and
degrade the polystyrene until it fails.  A high voltage dielectric cannot
contain air.

I think that any DIY cap is doomed to a very short lifetime unless enough
units are seriesed to minimize the plate-to-plate voltage and corona
attacking the dielectric.
