I would say it strongly depends on the paint you use. Some paints
contain small amounts of metal and pigments that can be conductive.
The best way to find out I would say is run a test on a small scrap
peace of materiel. Try a painted peace and a unpainted peace and see how
venerable it is to carbon tracing when HV is applied to it.
