[TCML] Spray Paint an HV

I think i used krylon plastic type paint for my secondary coil, it seems to
be fine, but i did test some with a HV source (once dried of course) for
arcing/tracking.  It was blue paint.  Also checked the MSDS for any mention
of carbon, etc. there was none.
