[TCML] MMC saftey gap

The MMC should NOT have a safety gap in parallel with it. A safety gap in
parallel with a cap will subject the cap to extremely high discharge
currents.

Instead, the safety gap should be in parallel with the main gap - static or
rotary. Wired in this way, the safety gap will achieve the same function -
limiting the cap voltage, but should it discharge, the discharge current
will be limited by the primary inductance. And the safety gap is a just a
simple two-terminal gap.
