Ralph,

A lifter is a neat gadget that uses an electrostatic wind effect to
levitate.  There is a bunch of fringe stuff on the web about how they
use some sort of anti-gravity effect, but the mechanism of their
operation seems pretty simple (it basically works like a sharper
image ionic breeze air cleaner).  I built one a few weeks ago, and
could easily feel the wind the device was creating...which was more
than enough to lift it.  I posted some photos and movies on my web

They are fun gadgets.  I eventually modified the tethering on mine so
that it could fly almost up to the ceiling in the barn where I had it
set up.
