Nope... PDF is a proprietary format, which is why USPTO doesn't use it, and
uses TIFF, which has non-proprietary forms. Some of the compression
algorithms which can be used in TIFF are proprietary, but straight
uncompressed, and some of the simpler compressions are
non-proprietary.  TIFF does include the ability to include proprietary
extensions, but they shouldn't make a reader choke (just not decode that
information).


That said, there ARE for-profit companies which provide patent images in
pdf (and other) formats. (IBM's wombat site was the precursor to at least
one..)
