I've a paperback copy of the book by Hertz on this.
It is/was widely reprinted.  (I dunno if i could find mine...)
(English Translation....)

I'd start with google/amazon etc search on 'heinrich hertz'
as author and  see wot turns up.  I disrecall the exact title.
