Colin,
7/16 wall thickness (almost a half inch!) is a lot thicker than typical 
drain pipe (usually about 3/16"), so this is unusual material 

If you have a neon sign transformer, try running leads to point 
electrodes, one inside and one outside the tube, a couple of inches in 
from the end.  If you get arcs to the tube, then the material is 
probably too conductive to work for your VDG.  If the plastic holds off 
the NST, then I'd think there's a good chance it might work for your 
VDG.  No guarantees, but a quick and dirty test, and worth a try..
