No UV LEDs of which I'm aware have sufficiently short wavelength or
high enough peak power.

The intensity (however brief) of a high-current spark gap is going to
be orders of magnitude great than an LED.

Note that UV illumination of gaps higher in the Marx stack does not
"trigger" the other gaps, it only promotes pre-ionization of the air
in adjacent gaps, helping to lower jitter and shorten turn-on time.
In short, it reduces the total bank erection time.
