Hi Richard,

Regarding air trapped in rolled capacitors,  a somewhat messy way to avoid
air would be to do the actual winding under an oil bath. Lay everything out
the way you normally would but put the end being rolled up into a tub of
transformer oil.  As you roll the cap, pull the stack of flashing and poly
into the oil and the air is automatically excluded. Snap on the plastic tie
wraps under oil as well.

The trick would be to transfer it from the oil bath to your capacitor
housing without letting any oil drain out be replaced by air.  Maybe wrap it
in a poly bag under the oil and hold that in place with more tie wraps?

Keeping things in alignment during rolling could be a problem too.
