Parallel. Apparently commercial practice often has a primary
with the capacitor across the whole winding, and the line
tapped somewhere in the middle.  This lets you get by with less
capacitance, albeit at a higher voltage.  By the way, both
Richards keep reminding us that neon transformers are a shoddy,
cheap commercial product.
I've been "correcting" some 12 kV, 60 ma units by hooking 72
mfd, 380 VAC oil capacitors across them, and seems to work OK.
No-load line current is about the same as for PF corrected units.
