	Electrolytic starting capacitors are quite lossy, and
rated for 15 seconds maximum use at any one time, according to
my college textbook on AC Machinery.  The limiting factors are
thus power loss, followed by heat and either capacitor failure
by shorting or by "drying out", the common mode of failure.
Bottom line is that they just aren't suitable.
