Steve,
The potential transformer is a tough beast and can take short over loads of 
two times nameplate with ease and three times over for very short periods. 
 This is not a normal use for any transformer, but they can take Tesla 
service well.  I have run two series connected 1.5KVA units to 10kva for 
20-30 second periods with no problem.  The cores were probably saturated at 
that level though.
