The Al target plate became positive in reference to system ground.  Air 
from the fan to remove ions or ozone between target and discharge ball 
had no effect whether it was on or off.  Of course, electrons 
accelerated by 9.9 kV wouldn't be blown away by air from a fan.  
However, the flat 14" x 14" target charged positive and its hard to see 
electrons leaving the flat target for the small ball electrode.  If 
charging was the other way it would seem much easier for electrons to 
be the charge vector.
