	Not really.  If the insulators had a dielectric constant
much less than that of water all the voltage would appear across
them and there would be a breakdown problem.  Since most of the
conventional dielectrics have a dielectric constant of the order 
of 4, this condition would prevail if they were used, so you 
might as well omit the water and just make a conventional capacitor.
Even if you tried it with water, there would be the problem of
moisture absorption to some extent at least, and the dielectrics
would probably fail very quickly.
	THERE'S NO FREE LUNCH IN THE REAL WORLD!
