Pin 5 is commonly used to provide over voltage or under voltage operation
in areas where 120 VAc isn't the common source.  Example -- Japan used a
100 volt standard.  In the US east coast uses 208 V a lot while midwest
uses 220 volt and many west coast areas use 240 v.
