Ed,
 I'm speaking strictly off the top of my head, but it seems to me that
the refelected EMF would cause voltage spikes much larger than the input
voltage; much like the effect of a kicker coil. I don't have a
percentage rule of thumb, but i'll bet others have!
Just on a gut feel, I always go for 50% over.
