They might very well hold, but the performance would be dismal at best.
These capacitors are not designed for pulse discharge and would rapidly
overheat and destroy themselves at worst or die a slow death and give
poor performance at best.

For an electric fence with approx 3 discharges per second, they can't be
beat!
