Rusty,

Yep! Capacitor kraft paper "looks" very similar, except that it's
typically made denser, thinner, and will have fewer defects (conductive
particles, small voids, etc). While the bleached paper could also be
used, the natural color material is actually superior for cap
construction since it won't contain potential contaminants left over
from the bleaching process.
