They turn up at various surplus outlets here from time to time.  My
experience has been that they are priced around 5-10% of the new cost. That
is, a $1000 capacitor would be surplus at $50-100, depending on age,
condition, etc.

I don't know that shipping them over would be cheaper in the long run.  You
would be making a lot of phone calls to find out if anyone has stock, since
most surplus places don't have these as catalog items. For instance, C&H
Sales in Pasadena, CA, often has HV caps, but they are small lots (i.e. 1
or 2 pieces) and don't make it into their catalog.

Finally, you might run up against export restrictions for high performance
pulse discharge capacitors.
