Methylene Chloride mixed 50/50 with xylene will work best.  Pyrotechnic
people use this mixture to cement the newer style plastic shells together. 
If you dissolve some small pieces of plastic in the mixture first it is
even stronger.  Again --- as someone mentioned -- the fumes are very
noxious.
