I have not rebuilt oil burner trans, but with neons, I have had the best luck
by cutting away the metal case, and then freezing it and chipping the brittle
tar away carefully with a hammer and chisel.  You will have to refreeze it
periodically, to keep the tar nice and brittle.  When you have most of the
tar off,  soak it in mineral spirits, take it apart and clean it.  Sometimes,
if they are old enough, the tar will already be brittle and cracked, which
makes it even easier.  Just be careful not to drive the chisel into the
windings.
