Sounds like you are getting close! I missed  some of the specs. Do you have
a very big top load? Before spark break out, there is quite a bit of RF
transmission. You need to get more power into the primary and make sure the
tuning is close.  A sheet of aluminum for the discharge terminal is likely
inadequate. What is the capacitance now?
