With a 30 ma neon (NST sign transformer use a .005 MFD cap.  A 3 electrode
subdivided fixed gap with a small 150 CFM fan behind it will work fine.  A
good size for the sec. coil would be a 6 inch dia PVC water pipe 26 inches
long.  Wind a 24 inch winding length with 22 or 24 AWG magnet wire.  Use a
12 x 3 inch toroid on top.  Use a flat spiral (not inverted cone) and start
primary winding approx 1 1/2 inch away from coilform.  Sec. coil should
start 1 1/2 inches above the primary winding.  Use a "test" winding of 24
turns of scrap wire to start and then replace with #6 AWG for the final
primary after you have determined the correct number of primary turns
required -- should be around 12-14 turns.  Good luck.
