Nearly impossible --- good idea, but the small bubbles as the varnish dries
will cause localized corona that will destroy the cap in short order.  Even
cheap PE has problems with impurities that won't hurt it for roofing and
lawn work, but will kill it in HV use.  Remember, even a small impurities
or bubble looks like the Grand Canyon to an electron in a hurry to find a
matching orbital hole.
