It looks as though the UL requirement is just secondary ground fault
protection.  I have seen a couple of diagrams of different brands, and
most seem to look like this

Good for us!  If the breakers are bad, and people throw away good neons,
all that has to be done is the breaker must be removed!  No tar! No
soaking in chemicals!  No freezing and hitting with hammer!  Score one
for coilers!
