Bismuth, being a metal, is a conductor, and doesn't have a dielectric
rating per se...

Ruby mica is probably the highest breakdown strength of commonly available
materials.

The various ceramic compounds used in capacitors are probably the highest
dielectric constant (epsilon). Barium Titanate would be a good example.
