If you're going to be spendig any time at all around high fault current,
high voltage feeds (ie, substations) you need to get yourself a "hot stick".

These consist of an insulated pole, with a meter mounted on it, and an
integral resistive divider.  The poles are made of fiberglass, FRP, or
phenolic laminate.  You could probably make some yourself, if you were
careful about it.  Here's an example:

 And don't be doing this stuff alone!  You want someone there to give CPR
(you have had CPR training, right?  Right?) when you get across a high
voltage supply... or to pick up the body parts if you get across a big
capacitor bank.
