Ralph,

It's a kind of relatively stiff, cardboard-like insulating material made
from chemically-treated and vulcanized paper, compressed under
high-pressure. It's used as an inexpensive insulating (and sometimes a
structural) material. It can be formed, folded, or punched to provide
custom shapes, and does not lose physical strength when immersed in
mineral oils. It typically comes in various thicknesses from several
mils to about 1/16". You'll find it in transformers, motors, circuit
breakers, appliances... LOTS of stuff! 
But, why do you suppose they call it "fish paper"??  :^)
