Yes, but you need to put a few in series to withstand the voltage across the
cap.  Usually the resistors are rated for only 250 volts, but can probably
handle 500.  So 4 in series for each 1600 volt cap would work.  At a penny
each, the only pain of multiple resistors is more soldering.
