The charge build-up will be in the secondary plastic form or on you.

You need to earth yourself and the coil form before touching it.

An anti-static wrist strap, as used in electronics, will slowly bleed charge
from you, and some sort of conducting, earthed, brush can be used to wipe
the charge off the entire secondary surface.
