Carbon Fiber composites are insulators, at low voltages.  The matrix holding
the fibers is typically an expoxy resin, that is, plastic, and an insulator.
This is a real problem for aircraft, because unlike aluminum, which can take
a lightning hit and survive because it can conduct the current, carbon fiber
doesn't and explodes from the localized thermal stress.  The Beech Starship,
as well as a number of military aircraft, have to take measures to reduce
this effect, either by applying conductive paint, or other design
techniques.
