Raising the toroid up 22" may have lowered the Fsec 10k (in your test
coil) but now the top windings of the secondary coil are no longer shielded
by the e-field of the toroid (causing the need for corona rings). My
investigations into toroid height adjustment were along the lines of a
motorized height adjuster that would allow for a power-on fine tuning of
Fsec.
I arbitrarily limited my range of motion to 10" and decided the Fsec
shift wasn't worth the effort.

Toroid height should be set for the best electrostatic position (different
for each coil/topload configuration) not the effect on Fsec.
