First, go out and buy the biggest pole transformer you can scrounge up
<joke off>

Depends on how much money you have to spend. If you are rock bottom
scrounging, find a neon sign transformer, use beer bottle capacitors, and go
to it. If you have a bit to spend, ask around to get a 12 or 15 kV, 30 mA
neon transformer (around $80 list, brand new). Wind yourself a secondary
18-24" long and 3-4" in diameter (cardboard mailing tubes or PVC pipe work
well), something around 24 ga wire is fine. Make a toroid using aluminum
flex dryer duct and a couple of heavy foil pie pans. The primary can be a
flat spiral made from1/4" refrigeration tubing, or just solid #8 or #10 bare
copper wire. A polyethylene cutting board makes a fine source for something
to make supports for the primary. The ideal cap would be a MMC, unless you
can scrounge something cheaper (or you don't mind making beer bottle caps).
Spark gap can be a couple of carriage bolts, but I prefer a three tube gap
made with three copper pipe couplings (female/female slip fit) arranged with
axes parallel, and a muffin fan blowing down the length of the tubes.
