Perhaps the air core reactor with lots and lots of turns is adding just 
enough resistance to smooth things out.  I run at 7 to 8 kva, using a 5,000 
watt variac as a ballast (set at about 50%) and still need to add 1.0 to 1.5 
ohms of series resistance to get it to run smoothly.
