Hi Mike

I saw some HV transfo with a  tap on the HV coil, normaly they put a power
factor corrector cap between
this tap and the ground. I have a small transfo like that it's probably
something like 8 KV at 20mA. On
a jacob ladder  it look like putting half the power to the arc without the
cap in place. But I never saw
this configuration on a MOT.
