Hi Paul, All,

 If the form is PVC, the writing commonly used on them comes off with
acetone.  Use liberal amounts on a rag to wipe the form down and clean it
up.  I'd also recommend washing your hands, cause you can easily smudge up
your freshly cleaned form.  I usually only sand to remove imperfections
(dings, gouges, etc.)  Those usually only appear on the larger PVC pipes
that aren't treated as nicely.  Normally they don't care about the outside,
just the inside.

  As for varnishing the coil, I never have and haven't seen a problem so
far.  Others may disagree. If you've got the time, go for it!  It certainly
can't hurt.  I also recommend baffles (at least 1) in the pipe, to help
prevent internal flashovers.

I am soon going to build my first secondary.  I will sand the tube to
remove the writing on it, but should I then varnish it before I wind it?
