Thanks for all the helpful responses on this question.  From what I've
gathered from the many responses is that if it's a single cap in a
conventional TC static gap system, it won't be charged.  Whereas if there
are multiple caps in series or if it's a DC system, it will be.  Also
someone mentioned offlist that HV caps can charge themselves back up by way
of dielectric memory.  I guess the best thing to do is treat it as charged
and that way avoid any problems.
