You may want to put that part at the top of the coil.  It sort of depends
on how bad it is but I would not get too excited yet.  You may end up
cutting that part off but give the coil a try at low power first.

The voltage between the top and bottom of the coil may be like 350,000
volts.  A metal form would be a dead short.  No insulation coil stop it
from arcing in such direct contact.

They work good I have heard but I hav never tried it.  I didn't have a
spare bike wheel :-)
