I just realized that the detergent idea is bad! It will emulsify the oil and
that would be very bad!

This is just a guess but you might be able to prevent the water from
clinging to the bottle by adding some detergent (soap) to the water. Once
there are several bottles it might be easer to vary the height of the h2o
instead of the bottles. This could be accomplished by some sort of siphon
between the capacitor bucket and another bucket. By changing the level of
the second bucket, H20 would either flow into or out of the cap bucket.
