Dan,

More likely it's the large E-field capacitively coupling to the
capacitance of your body. The shocks you feel are probably due to
displacement currents flowing from your body to the grounded control
panel. 

BTW, while you may not feel any shocks, you may find that you get little
pinprick burns on your fingertips if you just barely touch any nearby
grounded or ungrounded metal objects when you're standing in the E-field
from a nearby good sized SSTC or VTTC. Same phenomena.
