    Hi Mark-
    You mention you are using an inductive ballast-- What is the voltage at
the primary of each MOT?
All the MOTs I have pull close to 5A with no loads connected. If you have
four of these connected in parallel (120V) you are already at 2400VA. Your
ballast may be limiting the primary voltage to less than you expect at the
MOT primaries.
