Fingernail and hair are composed of keratin which  doesn't conduct well  (in
fact for an animal product it is a fairly good insulator) and the current
prefers to flow over rather than through it.

This  is case of current taking "the path of least resistance" which happens
with both AC and DC, therefore it is NOT an example of the "skin effect".

Finally, it is not a good bet to rely on the insulating properties of
keratin -sooner or later that spark WILL burn a hole through your
fingernail!
