Hi Sean,

I must wonder if it is the strobe light.  Hand held strobe and RPM units are
accururate to about 0.1% if they are really good.  Perhaps you are sure it is
exactly 60 Hz but the strobe is more likely to be wrong than the steel and
physics of the motor.
