Just out of curiosity, why would you set a limit of 0.017uF for a 15/60 NST.  I
have heard of some using 4 times the impedance match value(resonant cap).  Now
understandably, this would tend to create losses due to high current, but if
the primary coil had sufficient impedance it would still work.  If someone were
to wind a 6 by 30 coil with, say 28g wire, a larger cap might be the best way
to allow it to be tuned properly.
