Darin,

Your hook up is OK, but your cap needs to be at least 1 mFd  at 300 volts or
more.  0.01 mF has too much AC impedance and just doesn't let enough energy
through it to get the output you want.  Usually one side of the secondary is
connected to the core and should be used as the ground side of your HV
output.  Keep the primary isolated as you show it in your circuit.
